First, the purpose:
National Chiao Tung University (hereinafter referred to as the university) implements the "Ministry of Science and Technology Subsidy to University Colleges to Cultivate Excellent Doctoral Students Scholarship Pilot Program" (hereinafter referred to as the program), cultivates basic scientific research talents, rewards outstanding doctoral students with research potential, and supports them. Be at ease and concentrate on your research work, and set these key points.
2. Reward objects:
(1) According to the announcement of the program by the Ministry of Science and Technology, the target recipients of this key award are the first-year doctoral students enrolled in the school each academic year (including path to doctoral studies, selection examinations or entrance examinations) with excellent academic performance and research potential. The subsidy is available for 4 years at a time.
(2) Those who have any of the following circumstances are not allowed to apply for this scholarship:
1. Doctoral students who are engaged in full-time or part-time jobs in public or private institutions, apply as part-time students, or enroll through admissions channels in Hong Kong, Macau and mainland China.
2. Doctoral students who suspend their studies after registration, retain their admission qualifications, fail to complete registration, or are dropped out.
3. Those who have received scholarships and bursaries for the entrance of outstanding doctoral students from our school, and scholarships and bursaries from the Ministry of Education’s university industry-university cooperation program to cultivate doctoral-level R&D talents.
4. Those who received scholarships from the school or other government agencies but were not approved after review.
3. Award quota:
After the Ministry of Science and Technology approves the total number of subsidized places in our school, the distribution principles for the number of doctoral students recommended by each college (hereinafter referred to as the applicant unit) are as follows: Based on the proportion of the actual average number of doctoral students enrolled in each college in the past three years (including the year of application) The allocation is based on the principle. If the doctoral program has been established for less than three years, it will be calculated based on the number of years it has been established.
4. Amount of subsidies from the Ministry of Science and Technology and school awards:
(1) Each doctoral student has a monthly scholarship of at least NT$40,000 (the same below), and the award period starts from the first year of the doctoral program to the fourth year of the doctoral program.
(2) The Ministry of Science and Technology and the applicant unit will jointly bear the scholarship amount while the award recipient is studying in the doctoral program.

1. During the first and second years of study, the Ministry of Science and Technology will provide a monthly subsidy of 30,000 yuan, and the applicant unit will contribute at least 10,000 yuan in funding.
2. During the 3rd and 4th years of study, the Ministry of Science and Technology will provide a monthly subsidy of 20,000 yuan, and the applicant unit will contribute at least 20,000 yuan in funding.
(3) The amount of capital contribution of the applicant unit must be self-raised in addition to various subsidies from the Ministry of Science and Technology. If the reward amount is adjusted for any reason under this plan, the school must cooperate with the regulations of the Ministry of Science and Technology.
(4) If the applicant unit has insufficient funding for the reward quota for any reason, the school may take back the insufficient funding and allocate it instead.
5. The award qualification and selection criteria for doctoral candidates are as follows:
(1) Award qualifications: The applicant unit will form a review team to review whether the applicant meets the second doctoral qualifications, recommend candidates to the school every year, and must issue a letter of commitment to cooperate in funding the award.
(2) Selection criteria: Must meet at least one of the following conditions
1. Study for a PhD directly.
2. The applicant’s last degree graduation score before admission is ranked in the top 30% of the entire year in the department.
3. Published papers in important international academic journals or international academic conferences.
4. Received important invention patents or other international competition awards.
5. Special achievements in various professional fields, or other specific deeds that sufficiently prove the applicant's outstanding performance.
6. The school’s review mechanism:
The applicant's award qualifications are determined by the applicant unit and meet the selection criteria. The applicant unit shall submit the application form, study plan, recommendation reasons, specific academic research performance during the doctoral university or master's class, and department-level review records and other relevant written materials. , compile and submit it to the Industry-Academic Operations Research Center of the R&D Department of our school for application. The school holds a review meeting to determine the list of approved applicants based on the submitted materials. The review meeting committee members include the vice president, provost, academic dean, research and development director and international director of the school, with one of the vice presidents serving as the convener.
7. Regular evaluation mechanism for reward objects:
(1) Doctoral students who receive subsidy awards (hereinafter referred to as awardees) must participate in the university’s pilot program for improving doctoral excellence.
(2) One month before the end of the annual award period, the winner must submit a complete report on the year's academic performance, academic achievements, work output and participation in international activities, etc., and submit it to the applying unit for evaluation and review. Renewal of one-year scholarship. If the awardee is not approved for renewal in the next year, the applying unit may recommend another candidate from a doctoral student enrolled in the same year.
(3) The applicant unit shall submit the written information of the annual regular evaluation report mentioned in the preceding paragraph to the school-level review meeting for review.
8. Scholarship termination mechanism:
If the awardee fails to meet the performance standards after evaluation, or is found to be ineligible to apply for the scholarship in accordance with the second point of the second point of this key point, the school will stop issuing the scholarship. The award quota can be allocated to the applicant's application unit from the same year of admission. If another candidate is recommended by the doctoral student, the replacement job will be processed through the review mechanism in point 6 of this key point.
9. Tracking mechanism for reward results and benefits:
(1) The award recipients are obliged to cooperate with the pilot program for improving doctoral excellence by providing relevant information and communication information within 3 years of graduation.
(2) The school conducts benefit tracking on the results of scholarship awards every year, including the employment status or career plans of those who have obtained doctoral degrees, research results of current students, study content and career development direction, etc.
10. Quota adjustment:
The source of the award funds specified in this key point is the Ministry of Science and Technology's subsidy funds for the program and the matching funds from the applicant unit. If the Ministry of Science and Technology's subsidy program is terminated or funds are reduced, the school may adjust the number of subsidy places as appropriate.
11. If there are any matters not covered in this key point, the authorized implementation unit of our school may formulate additional implementation rules, formulate relevant written forms and documents, or handle them in accordance with the relevant regulations of the Ministry of Science and Technology.
12. These points shall be implemented after being approved by the administrative meeting of the school, and the same shall apply when revised.
